The U.S. Senate is the American Congress' upper house, which constitutes the American legislature, along with the U.S. House of Representatives, the lower house. As the upper house, the U.S. Senate is known to have fewer members than its House of Representatives counterparts, but with greater mandates such as providing approval to Cabinet Secretary and federal judge appointments.

Racially biased police brutality dates back to the 19th century, first recorded in large labour strikes. Throughout the years, police brutality rates in America have greatly increased, and in fact, become one of the biggest factors to male deaths. It has recently rose to prominence after the deaths of numerous African-American citizens and the subsequent protests surrounding it, bringing rise to the #BlackLivesMatter movement. This topic has ignited fierce debate with all sides of the political spectrum.

It is now your task to address this racially biased police brutality in America in this council and bring justice to humanity.
